The striking officers planned to return to work Friday after a deal was struck with the state Department of Corrections and Community Supervision. DOCCS Commissioner Daniel Martuscello detailed the agreement, which included the formation of a committee to recommend changes to the solitary confinement reform law known as HALT. It also addressed several other issues, such as combatting contraband and eliminating the use of mandated overtime.

But the deal, which Martuscello negotiated with striking officers, fell apart late Thursday. Martuscello said he had a verbal agreement with Chris Summers, president of the New York State Correctional Officers and Police Benevolent Association, to sign a memorandum of understanding that included the agreement's provisions. NYSCOPBA, which represents 13,500 correction officers and sergeants, decided not to sign the document.听
The union was not involved in the negotiations and criticized "outside influences" for working with Martuscello on the deal.听
NYSCOPBA, which has not sanctioned the strike, said the agreement between DOCCS and rank-and-file officers "does not represent the best interests of our membership."聽
Despite NYSCOPBA's opposition, Martuscello told correction officers he would honor the deal if they returned to work Friday. It wasn't immediately known how many officers accepted the offer and ended their work stoppage.
If correction officers don't return to work, the state is preparing to take action. Jackie Bray, commissioner of the state Division of Homeland Security and Emergency Services, said the deal outlined by Martuscello would not be offered again and the state would "exercise all our rights and remedies" to end the strike.听
The state has already ended health insurance coverage and sent termination notices to striking officers. It is also pursuing civil contempt charges for violating a judge's temporary restraining order.听
The strike began Feb. 17. At its peak, about 90% of the state's 13,500 correction officers and sergeants participated in the work stoppage.听
Correction officers are protesting unsafe working conditions in state prisons. Assaults on incarcerated individuals and staff were at record levels in 2024. The officers blame HALT, a 2022 law that limits the use of segregated confinement in jails and prisons, for the spike in violence.听
